Carry forward of PAL (purchased additional leave), requires agreement by each areas Assistant Director, this type of leave is not normally carried forward and should be used in the year purchased.

Prior guidance from our colleagues in HR confirmed the carry forward of PAL in exceptional circumstances for significant life events would be permitted.
 
The extract below was previously available on the coronavirus hub; 


'I have previously purchased additional leave through the Annual Leave Purchasing Scheme. Can I change the number of days purchased?'

We are aware from our conversations with you that many of you purchased Additional Leave earlier this leave year to enable you to care for family members, especially school age children during the school holiday period. Given the current school closures, we would expect these additional leave days to be even more important to you. We are also aware, however, that some of you purchased additional leave to attend a one-off event, for example a family wedding overseas, your own honeymoon or a long distance ‘holiday of a lifetime’. Given the cancellation of such major events, if this applies to you and you wish to take the additionally purchased leave in a later leave year when your event is re-scheduled, then please raise this with your line manager.

 
HR had confirmed that where a member of staff has a specific set of circumstance this can be permitted e.g., a honeymoon that was cancelled and has not yet been rescheduled, but there should not be `unused` PAL from multiple years.
