Sometimes when trying to install Optional Features through Add / Remove Programs the add-in will not install and will keep reappearing in the list of Features.
If you browse to See Optional Feature History from the main Manage Optional Features page you will see the app listed. Click on it and depending what the error message is, take these steps to resolve:

- Open REGEDIT and browse to Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\WindowsUpdate
- Edit DoNotConnectToWindowsUpdateInternetLocations to 0
- Browse to the subkey Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\WindowsUpdate\AU
- Edit UseWUServer to 0
- Reboot
- Install the Optional Feature again.
- Once completed, run gpupdate /force from a Command Prompt to update the 2 above keys again
