Who receives a notification when a Comment is added to a task in a plan?

Notifications emails are sent to anyone who enters a Comment in a task.

For example:

Person 1 enters the first comment. Person 1 receives a notification email
Person 2 enters a comment. Person 2 receives a notification email, cc to person 1
Person 3 enters a comment. Person 3 receives a notification email, cc to persons 1 and 2.
